إن ظاهرة انتشار السلاح خارج إطار الدولة تعني عسكرة المجتمع. وتشكل ظاهرة عسكرة المجتمع في العراق اليوم إحدى معوقات بناء دولة مستقرة تَنعم بالاستقرار. فلا يمكن تصور مجتمع مستقر فيما تجري عسكرته عبرَ مجاميع مسلحة موالية لدولة أخرى. يُمكن أن يمتد إستخدام السلاح المنفلت لتحقيق أهداف سياسية واقتصادية, مثل تحقيق مصالح معينة أو ترهيب أطراف أخرى وحتى إستعمال هذا السلاح لتهديد دول أخرى بما يتعارض معَ دستور الدولة وتوجهات حكومتها. لذلك فإن الحكومة العراقية تعمل جاهدة على حصر السلاح بيد الدولة
السلاح المنفلت يقوض السلم المجتمعي بالعراق
إن استمرار وجود السلاح لدى الجماعات المسلحة في العراق هو ظاهرة سلبية قد أمتدت لأكثر من عشرين عاماً حتى الآن. كذلك فإن إصرار الميليشيات المسلحة المدعومة إيرانياً على التهديد باستخدام السلاح لتحقيق مصالح شخصية يقوض السلم المجتمعي في العراق. لطالما كانت هناك دعوات متجددة من المرجعية الدينية في النجف الأشرف لحصر السلاح بيد الدولة. فقد سبقَ للمرجعية الدينية أن نادت بأهمية حصر السلاح في 2019 تلتها دعوة أخرى في 2024 عندما التقى المرجع الشيعي الأعلى بالمبعوث الأممي، إذ جدد المرجع دعوتهُ لحصر السلاح بيد الدولة. يعد حصر السلاح بيد الدولة من القضايا الحيوية التي تتطلب استراتيجيات شاملة تشمل جميع جوانب الأمن الوطني مع التركيز على مكافحة الإرهاب وتفكيك المجاميع المسلحة التي تعمل خارج سلطة الدولة.
حصر السلاح بيد الدولة: مرتكز أساسي لضمان استقرار العراق
خلال شهر تموز الماضي, أعلن رئيس الوزراء العراقي محمد شياع السوداني، أن مسألة حصر السلاح بيد الدولة العراقية باتت مرتكزاً أساسياً لدولة قوية ومهابة، مستعيداً الرسالة التحذيرية التي وجهها المرجع الأعلى في العراق والتي حذر فيها من مغبة ما يمكن أن يترتب من مخاطر على بقاء السلاح خارج نطاق الدولة. كذلك أكدَ رئيس الوزراء أن حكومته ماضية في تثبيت مبدأ احتكار الدولة للسلاح، ورفض وجود أي سلاح خارج مؤسساتها الرسمية، مشدداً على أن هذا التوجه يمثل أحد الأعمدة الأساسية لتعزيز هيبة الدولة .واستقرارها. من جهتها, تستمر الميليشيات المسلحة المدعومة من النظام الإيراني برفض المساس بسلاحها، وتسليمهُ إلى الجهات الأمني الرسمية, ومن الجدير بالذكر أن هذه الميليشيات التي تعمل خارج نطاق الدولة تمتلك ترسانة ضخمة من الأسلحة بما فيها طائرات مسيّرة وصواريخ سَبقَ أن تم أستخدام بعض منها لتنفيذ هجمات مسلحة على منشآت عراقية في بغداد ومدن أخرى, كذلك تمَ استخدام هذه الأسلحة لشن هجمات كذلك تمَ استخدام هذه الأسلحة لشن هجمات على شركات نفطية داخل أقليم كردستان العراق
